Given all of the above, what’s not to like about Quebec? So, the question now is: How do you apply for a Canadian PR Visa to live and work in Quebec as a permanent resident of Canada?

The answer is by applying for the Quebec Skilled Worker Program or QSWP.

The QSWP is an immigration program offered by Canada in cooperation with the province of Quebec which uses a point-based system to help determine eligibility. It is designed for interested foreign workers who desire permanent residency in Canada and want to bring their families to live long-term in Quebec.

QSWP Requirements

There are various eligibility requirements for the Quebec Skilled Worker Program that an applicant must pass for the opportunity to enjoy life in this beautiful Canadian province.

First, the applicant must pass the minimum requirement for the QSWP point system. Points earned will be determined by the applicant’s age, work experience, education, French and English language skills, among other factors that will be examined. At least 50 points are required for a single person and a minimum of 59 points must be attained for an applicant who has a spouse or partner.

The good news is that the QSWP only takes two key steps to have the opportunity to live, work, study, and bring your loved ones to establish brand new lives in Quebec and experience its special French-Canadian culture.

The interested applicant must first submit an Expression of Interest (EOI) expressing his/her interest to live and work in Quebec. The EOI is submitted to the QSWP using their online system called “Arrima.” The EOI should include several things, such as the applicant’s:

  • personal information;
  • educational attainment;
  • work experience;
  • French and English language skills;
  • marital status and family details;
  • valid job offer in Quebec (if relevant);
  • contact details;
  • financial resources for living expenses after moving to Canada;
  • other information requested by the Quebec authorities.

The Quebec authorities will review the information contained in the EOI, and if the applicant qualifies for the QSWP, their file will be put in the Expression of Interest Bank (EIB) for further consideration. If the applicant is given a Quebec Selection Certificate (Certificat de Sélection du Québec), they can then submit their Canadian PR Visa Application to the national immigration agency in Canada.

During this second major stage of the QSWP procedure for immigration to Canada, the applicant will need to send the Canadian PR Visa Application, required documents (e.g., medical exam results, police certificates, and other supporting documentation) as well as the governmental fees to the federal immigration authorities.

Once that is done, the respective Canadian immigration authorities will review all of the applicant’s details and will send them a Confirmation of Permanent Residency (COPR) if the applicant and his or her family are approved for permanent residency in Canada. The applicant and his or her family members will also receive a Canadian PR Visa placed inside of their passport(s).

After being approved for Canadian immigration through the QSWP, the new permanent residents will move to Canada and begin their new lives living in Quebec!
